Contract Operations and Licensed Operator Services
When acting as a contract operator, MPWater Systems provides licensed operator oversight appropriate to system classification and regulatory requirements.
Licensed operators are responsible for:
- •Operating treatment systems in accordance with permits and regulations
- •Monitoring system performance, process conditions, and instrumentation readings
- •Interpreting data from meters, probes, analyzers, and control systems
- •Making operational adjustments within the scope of licensure
- •Maintaining required operational logs and records
- •Coordinating routine sampling and reporting
- •Notifying system owners of operational concerns or compliance risks
Operator services focus on process control, compliance, and system oversight, not construction or specialty trades.
What a Licensed Operator Does Not Do
Licensed operators are not electricians, plumbers, instrumentation technicians, mechanics, or contractors, and operator services do not replace licensed trade work or specialty services.
Operators typically do not:
- •Perform electrical work beyond basic operational checks
- •Conduct plumbing repairs outside of routine operational maintenance
- •Perform instrumentation installation, wiring, or calibration requiring specialty certification
- •Rebuild pumps, blowers, or mechanical equipment
- •Modify system infrastructure, controls, or SCADA programming
- •Perform construction, excavation, or installation work
Specialty work is performed by qualified contractors, licensed tradespeople, or instrumentation and controls specialists.
Guidance, Coordination, and Response
While licensed operators may not perform all physical repairs or specialized technical work, experienced operators play a critical role in identifying issues, stabilizing systems, and guiding appropriate responses.
MPWater Systems' operators:
- •Identify abnormal process behavior or instrumentation readings
- •Distinguish between operational issues and equipment or instrumentation failures
- •Implement temporary operational controls where appropriate
- •Recommend corrective actions
- •Coordinate with instrumentation, electrical, mechanical, or plumbing specialists
- •Provide informed guidance to system owners during routine and non-routine events
This operator-led coordination helps ensure issues are addressed efficiently and correctly.
Recommendations and Contractor Coordination
While MPWater Systems does not perform licensed trade work or engineering services, we regularly assist system owners by recommending and coordinating with qualified, experienced contractors and consultants, including instrumentation and controls specialists.
Based on system type, scope of work, and regulatory requirements, MPWater Systems may provide guidance and recommendations for:
- •Licensed plumbers
- •Licensed electricians
- •Instrumentation and controls technicians
- •SCADA and monitoring system vendors
- •Treatment equipment vendors
- •Engineers and engineering consultants
- •Specialized service providers
Recommendations are based on prior experience, system compatibility, and demonstrated familiarity with water and wastewater systems. MPWater Systems' involvement in contractor and selection is advisory and coordination-based.
Relationship to System Owners
System owners retain ultimate responsibility for:
- •System ownership and infrastructure
- •Regulatory compliance and permit conditions
- •Capital improvements, repairs, and upgrades
- •Engaging qualified contractors, vendors, and instrumentation specialists
- •Responding to enforcement actions or violations
MPWater Systems supports owners by providing licensed operational services, documentation, guidance, and coordination in accordance with contractual scope.
Coordination with Other Parties
MPWater Systems regularly coordinates with:
- •State regulatory agencies
- •Certified laboratories
- •Engineers and engineering consultants
- •Equipment vendors and service providers
- •Instrumentation and controls specialists
- •Municipal officials, boards, and property managers
Clear communication and defined responsibilities among all parties are central to effective system management.
Our Operating Philosophy
MPWater Systems emphasizes:
- •Compliance-first operations
- •Clear documentation and recordkeeping
- •Defined roles and responsibility boundaries
- •Data-informed, field-driven decision making
- •Proactive identification of operational and instrumentation-related risks
This approach helps systems remain stable, compliant, and well-managed.
Understanding the distinct roles of system owners, licensed operators, contractors, and instrumentation specialists helps ensure expectations are aligned and systems are managed responsibly.
